The European Union is debating a bold plan to lend frozen Russian assets held at the Belgian financial institution Euroclear to Ukraine.
Dubbed the "Ukraine Reparations Loan," this initiative would provide an advance on future Russian reparations, injecting up to €210 billion of much-needed cash into Kyiv's war effort.
Officials stress that this does not constitute confiscation, as Russia's claim on the immobilized capital remains.
