FILE - In this Wednesday, Aug. 28, 2013 citizen journalism image provided by the United media office of Arbeen which has been authenticated based on its contents and other AP reporting, members of the UN investigation team take samples from sand near a part of a missile that is likely to be one of the chemical rockets according to activists, in the Damascus countryside of Ain Terma, Syria. Russia's proposal to place Syria's chemical weapons stockpile under international control for dismantling would involve a lengthy and complicated operation made more difficult by a deep lack of trust. Syria is believed by experts to have 1,000 tons of chemical warfare agents scattered over several dozen sites across the country, and just getting them transferred while fighting rages presents a logistical and security nightmare. FILE - In this Friday, Jan. 11, 2013 file citizen journalism image provided by Edlib News Network, ENN, which has been authenticated based on its contents and other AP reporting, shows rebels from al-Qaida affiliated Jabhat al-Nusra waving their brigade flag as they step on the top of a Syrian air force helicopter, at Taftanaz air base that was captured by the rebels, in Idlib province, northern Syria. The Arabic words on the flag reads: "There is no God only God and Mohamad his prophet, Jabhat al-Nusra." Last month, militants inside Iraq killed 48 Syrian government troops who had sought refuge from the war in their country _ an ambush that regional officials now say is evidence of a growing cross-border alliance between two powerful Sunni jihadi groups _ Al-Qaida in Iraq and the Nusra Front in Syria. The U.S. designates both as terrorist organizations, and the purported alliance is further complicating the equation for the West as it weighs how much to support the rebel movement.(AP Photo/Edlib News Network ENN, File)
